Spike: Repository Usability Improvements: Propose a Vue app structure for Repository and Blob

Context

For the upcoming work in the effort of Repository Usability Improvements ([MVC] Directory and single file pages improvements (&9913)), we need to assess a unification of all small vue apps we have.

This spike looks into that and will come up with a plan.
