Description

Migrate relevant docs from Remote Dev README to main docs

• Now that Category:Web IDE will now be using many patterns from https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/lib/remote_development/README.md, these docs should be moved to a common location in the main docs site.
• This should be in the same location as docs like https://docs.gitlab.com/ee/development/reusing_abstractions.html
• We can decide on doc name - "Functional patterns in Ruby" is a good candidate: https://docs.gitlab.com/ee/development/functional_patterns_in_ruby.html
