Opening the review panel from the Reviewers sidebar section

Proposal

Update the presentation of the reviewers so that clicking on the row opens a review panel with the reviewer's review.

Currently when a review is performed there's no grouping or indication in the UI of all of the feedback that was left as part of the review. This makes it challenging to understand the feedback during each round and which comments were left at which point in time during the review.

Notes

• Update display of user and state
• Update the states to use the status-x icons because area of the icon is in a smaller space.
• Hovering over the avatar and username displays the user popover like current behaviour
• Clicking on the "row/card" opens the review panel
