Display better timestamps in the header

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

As an engineer, we often wants to know the merged timestamp of an MR and it is a very useful information when investigating for a causal relationship. However, it seems that our current MR heading only displays created_at timestamp and it reads like it is actually a merged_at timestamp.

Currently, you would either have to look for the merged status change system note or the merge widget section, but they are further down the page so it's not very user friendly.

Perhaps we should display different timestamp based on the state of an MR or find a way to display them both so that our users don't have to hunt down for the merged timestamp within the MR page. Maybe moving them to sidebar could be also an option.
