Discussion: Direct Transfer Member Import and User Mapping

This is a discussion on whether Direct Transfer Member Importing should change when the User Mapping feature is introduced.

In the Zoom meeting we discussed three options:

1. Dropping membership import stage, and membership would always be created manually before contributions are assigned
2. Membership import being done in the exact same as it does currently, matching by email
3. Membership import being done with user-mapping, where placeholder users become members during the import. For user assignment to happen later, we would need to allow people to select anyone on the instance
