FR: add global [Enable "Delete source branch" option by default] setting

Problem to solve

When creating a new project, it always has [Enable "Delete source branch" option by default] option enabled (Settings -> MR -> Merge Options).

• I cannot change [Enable "Delete source branch" option by default] setting other than on per-project level. If I create 10 projects and want to disable this option, I have to manually disable it 10 times (Project -> Settings -> MR -> Merge Options).
• I cannot change global default value of this setting for new projects created.

User experience goal

Changeable setting [Enable "Delete source branch" option by default], like it already exists on project-level (Settings -> MR -> Merge Options), but applicable as a global default value for new projects.

Proposal

Add a global option to change default [Enable "Delete source branch" option by default] value for new projects.
