UX: Make it easier to launch a workspace with local VS Code

It's not obvious that a workspace can be launched locally (VS Code) unless a user spends time reading documentation. Improving this will improve the usefulness of workspaces for users who prefer their local environment to the Web IDE.

In a recent UX Scorecard, users did not understand that they could use workspaces locally with VS Code. Many users didn't understand the relationship between a workspace and the Web IDE because the preview link always opens with the Web IDE.
