Display if a user has Duo Pro seat assigned in Admin page

Proposal

GitLab Support needs a way to identify if a user has Duo Pro seat assigned to them. At this moment, we have to rely on checking the Usage Quotas page of the groups a user is a member of to verify if they have been assigned a seat or not.

Additionally, it would be beneficial to see the group(s) where a user is assigned a Duo Pro seat.

when the group owner assigns an add-on seat to user, the record will be created on GitlabSubscriptions::UserAddOnAssignment table.
