Add a system note type without author
Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.
In !148147 (comment 1837193132), we discussed removing author from the merge state change note.
It is currently expected every note to have an author, but we see there are certain cases where we prefer not to have an author at all.
We'd like to be able to say something like following.
This merge request was merged because the commits were contained in !148147 (merged)
It seems that there are some small frontend changes required for this as it currently displays following when no author is provided.
We may need to introduce a new type of notes to distinguish notes left by a deleted user vs system note with no author.
Similar conversation is happening in #368800 as well so that should also be considered.
