Proposal

Move the updated date to be the second item in the detail row for Branch & Tag list item.

• Will help with scannability
• Will help at narrow viewports, the truncation would happen to the commit message instead of cutting off the date.

Original proposal from Branch management UX is a nightmare (#15309)

Ensure the locations of information remains consistent. I shouldn't have to search to find the location of the branch age for every single list item. The SHA hash and the age being the only items in the second row should help a lot with this.
