Signed commits via API

Proposal
It should be possible to create a signed commit via the Gitlab API. Unlike GitHub's API, which has a "signature" parameter on its commit creation endpoint, the GitLab API doesn't appear to have an equivalent field according to the docs. This feature is important from a security perspective.
