Label in page blame as Experiment and hide current Blame button

Proposal

Add experiment badge to the in page blame view. Discussion #434147 (comment 1742549152)

At the same we could add a link to the current blame as "blame in separate page". This would help us remove the Blame button from the top of the page. Intent: forcing people to use the new experience but if they don't like it there is a path open to the older experience.

Blame action in the gutter does not need to change at this time.
