UX: Revisit preview column on workspaces page

Description

The preview column on the workspaces page currently displays a link that opens the workspace. It's not clear what the use case is served here as it's not really a preview and a standalone link isn't great UX.

Problem to solve

Make it clear that you are launching or opening the workspace instead of previewing.

For example: Open in Web IDE

This issue also came up in the recent UX Scorecard gitlab-design#2445 (closed)
