Option to not migrate closed objects

Problem

Projects can be very large and their migration can take a lot of time and resources. However, there are cases where the users just want to migrate forward open and active work and leave anything that's closed behind, which would reduce the size of their migration.

Solution

Provide an option in the UI to not migrate any closed objects. Any relation that has state = closed will not be migrated.
