Unable to export project on GitLab.com (11+ Gb project files) due to Google::Apis::TransmissionError: execution expired error

The customer tries to export a project to decrease their repository size as per this guide. However, the project export couldn't be uploaded to Google Cloud Storage because of Google::Apis::TransmissionError: execution expired error.

It seems like this is not specific to this customer and the errors are new: the exception first occurred on 27th of July 2021 and there seem to be 10 customers affected.

As a result of this bug customers are unable to reduce their repo size.
