Ability to generically assign merge request approver to project level role (i.e. Maintainers, Owners)

Proposal
I would like to be able to create instance or group level templates and in those templates enforce at least one person in a specific role or above to approve the MR. As it stands you have to create a specific group or define specific user(s) and set this on that project.
My issue is anyone in my firm can create their project from my template. At template creation time I will not know which business line or org tree the project is being used. I would like to simply say, "Anyone using this template will be audit friendly as any Maintainer or above (whomever they are for that team) will have to approve any MR to master. Ultimately, they will be the approval gateway for production."
