Push rules: Secret files deny list should be configurable

The deny list of filename patterns used by the prevent secret files push rule is now admin-configurable.
Problem to solve
Following up from the earlier discussions on #385 (closed), before the scope was changed, we should allow the deny list of the secret files commit preventing feature to be configurable by (at least) administrators.
This is to allow use of the feature when there are false positive matches due to our broad patterns.
Proposal
Provide a way to configure the list of patterns loaded for denying new files via the Push Rules.
