Populate Snippets menu in the top navigation with useful content

Problem to solve
In GitLab 14.0, we introduced a new consolidated top navigation menu.
This menu brings together the content available previously in the Projects
, Groups
, and More
menus and introduces some new UX patterns, including a new "detail" panel to the right of the menu list. This area is currently used to display information previously found in the expanded states of the older menus (search, frequently used, create new, etc). However, not all of the menu items have relevant content available in this detail view.
We need to ensure that whatever queries we add to this menu are performant enough not to impact the experience of navigating the menus.
Proposal
The detail view of the top navigation menu presents an opportunity for onboarding, education, or access to frequently used/relevant content.
The Snippets menu may provide access to:
- The most recently opened 5 snippets
- Create a new Snippet CTA
- Toggle between browsing Project, Instance, or Personal snippets
