Hide "Approve" button in Merge Request

Hi,

it may look surprising, considering that lots of people did want an Approve button.

It is optional.

So, there's nothing blocking here.

But, in our organization we don't use Approval. We're happy like that. So, it would be really nice to have a way to NOT display the button.

A "nice to have".
