Add group settings to automatically enable approvals

We relied on the default Approvers workflow up until it was changed in 9.5 - we want to know if there's a group-level control setting that we can enable in the file system that would allow us to turn on approvers by default for every project or every project in given groups - the reason for this is that we have HUNDREDS of projects and it's annoying to have to have these settings constantly changing and have to be enabling and disabling things and find settings that are moving around.
