Refactor issues list page from Haml to Vue — add existing filtered search components

The issues list page is currently being refactored behind the feature flag vue_issues_list. The overall progress is tracked in #322755 (closed).

This issue is to add the existing AuthorToken and LabelToken filtered search components to the list page refactor.
