Create a way to add custom licences to the Add Licence dropdown

Problem to solve

Today, if an organisation has a licence requirement outside of the officially supported licences already integrated (for example, ISC), they would need to copy and paste this licence in themselves. This would be tiresome across multiple projects. Instead we should allow users to add their own licence templates, similar to those for CI templates

The user should be able to add, remove or modify existing licences at a project and group level

Proposal

We already enable users to add their own CI and Merge Request templates. We could use the same mechanisms to allow users to add new licences.

Further details

Allows customers to have control and flexibility about which licences their code can be released with, and avoids the potential scenario of the wrong licence being applied to a new project
