Ability to hide the Kubernetes menu item from the group page

Kubernetes menu item can be hidden on a group level in addition to on a per-project basis. The group value sets the default for sub-groups and sub-projects.

Problem to solve

As a maintainer/owner I want to be able to hide the Kubernetes menu item in a group so that I can simplify the interface for the developers.

As a developer I do not want to see menu items that are not relevant to me so that I can focus on what I need to and navigate the interface faster.

User experience goal

The maintainer/owner should be able to hide the Kubernetes link on a group from the group settings page in the same way you can hide these links for a project.

Proposal

In the same way that if a project does not have any Kubernetes clusters, if no sub-projects or groups have Kubernetes clusters, it should not be shown at the group level. There should also be the option of force-hiding the Kubernetes items in the case the Kubernetes are in a project or sub-group and shouldn't be displayed at the higher level.
