Notify user if "latest" merge request is out of date

Problem to solve

When I am viewing a merge request diff, I don't know if new changes have been pushed, and cannot update the diff view to show the latest changes without reloading the entire page.

The only feedback shown is on the merge widget:

Proposal

When a change is pushed show some feedback in the diff view so that a user can update the diff view.
