Always show "reply to comment" icon

Hey, first of all I'd like to thank you all for this awesome platform and community.

I think the reply button should always be shown. If a reply box is rendered since it is the last comment in the reply chain, the input box should be focused on click/enter.

I think this would make the UI more consistent and it just happened to me that I didn't even see the input box since I was so focused on looking for the reply button. I ended up replying to another comment chain.

Somebody please correct me if I'm wrong here, but I think always showing the icon would also make it more accessible since the tab order always stays the same.
