Provide busy information in Reviewers list

Problem to Solve
When trying to determine who can review your MR, the ability to approve your MR is one factor. However, not everyone who can approve your MR may have the capacity to do so as they might be "busy" with other items.
Proposal
GitLab supports users marking themselves as Busy. When providing the sorted list of reviewers, we should include busy status as a ranking factor and display this information so that MR authors can find the right reviewers.
