Use the new plantuml.js to render plantuml on the client side in the browser

Proposal

As of a two weeks ago, there is a stable version of plantuml.js that would allow us to render plantuml in the web interface entirely on the client side in the browser, instead of using a PlantUML or kroki server.

I'm not sure how much work this is, but having PlantUML diagrams rendered in the browser would be an improvement for many instances, especially self-hosted ones.
