Problem to solve

To add a new reply to the list of saved replies, users are taken to a new page. This involves breaking the flow, especially is user was in the middle of typing a response on an issue or MR.

Intended users

User experience goal

Users should be able to add a saved response using lesser number of clicks.

Proposal(Tentative)

Being able to add a saved reply as we're able to add a label through the dropdown today would involve lesser number of clicks and a also wouldn't involve breaking the flow.
