Setup GitFusion test instance for bidirectional sync

GitFusion implements much of the common git protocol but there are some know limitations, particularly around rewriting history. We need to verify through testing with GitFusion if there are any other unknown limitations that require special handling.

Proposal

Create a GitFusion test instance for testing with GitLab push/pull mirroring.
