Reduce the number of buttons on single file page

Problem

The single file page is too complicated because of the amount of buttons. For new and non-developer users, who want to edit one file it's too complicated — too many distraction. Also I want to discuss the experiment with two separate buttons for editing in another issue. So it possible could me on one button more 😖 And looks like edit button is much more popular, than any other (delete, lock, etc). So maybe we can try to hide some of the buttons or even all of them.
