Add Storage Limit Option for Cached Files

Background

A customer has observed that on self-managed instances, the GitLab FrontEnd nodes are caching files to over 80% volume capacity usage. Their investigation revealed GitLab cache files (some from large repo LFS files) were taking up meaningful space.

After inquiring with support and other team members, it appears that currently there is not any logic to prevent GitLab from caching files to the point of completely exhausting FrontEnd node volume storage/space.

Proposal

Add additional logic to prevent file caching in such a way that avoids volume capacity usage which could impact service performance and/or stability.
