Proposal

A customer is using the Gatsby integration but is running into our per project webhook limit which defaults to 100 on GitLab.com. Rather than raising the webhooks limits, we should make considerations for better supporting this integration. Based on discussions in this issue(Confidential), unused webhooks may not be fully deleted or are re-created from the Gatsby side.
