Ability to ignore work in progress merge requests for mattermost notifications

Problem to solve
I would like to use the mattermost notifications for merge requests, but I don't want to be notified for WIP merge requests.

Anyone who is using the mattermost notification service and WIP feature.

Further details
WIP merge requests are not ready for review, and not suitable to be landed yet. It would be nice to have the option to ignore them from Mattermost notifications.
Proposal
During the normal mattermost notification set up, the merge request option has an option to enable or disable notifications for WIP merge requests too.

The same permissions as for any setting up any notifications- maintainer?
