Webhook masked tokens: allow user to rename masked items (MVC follow-up)

Context
This issue is a follow-up to the MVC issue: #361582 (closed)
When entering a webhook URL, the URL can contain pieces of information that are sensitive and should be encrypted and masked for security reasons. The user is able to select those sensitive portions of a URL and mark them to be masked in the UI.
Problem
Users can now mask portions webhook URLs (visiting Settings > Webhooks, select mask portion of URL). After saving the form and exiting, if the user revisits the form, they are unable to rename the masking (how it looks in the UI field)
Proposal
Allow the user to rename the how it looks in the UI field when returning to a saved form.
The field is no longer disabled
