Global default branch protection option needs in-UI help text, an improved label, and an improved description

In the Admin Area is an option titled "Default branch protection". This label is confusing because it is not clear if this means "protection that applies to the default branch", or "default protection that applies to all branches". This lack of clarity makes it difficult for customers to make best use of the protected branches feature.

Proposal

• Change the label to "Branch protection for default branch".
• Add either a small text help "panel", or a tooltip, which explains briefly the purpose of this feature.
