Add functionality to make mandatory MR approval rules

Proposal

There is Edit or override merge request approval rules

However, there are scenarios when a Group/Project owner wants to set a mandatory approval rule in addition to what the MR author can edit.

In that case, the MR author would create additional rules while there will be another already selected rule that was configured as "mandatory" and that cannot be removed by the MR author.
