[馃帹 Design] Design uploads need descriptions for better understanding

Purpose

Hi 馃憢 . Currently the Design uploads 馃帹 have no metadata on them explain what their purpose is, or why they are being uploaded. Adding a long text field as a description lets users understand the image better. Right now it's a very difficult process, users usually have to go and read entire comments just to do that. Its lacking in functionality as well as UX. Thanks.

Add a Design description section under the issue title and reference area (design here)
  • Design description is the label, with the default description of None
  • An "edit button" can be accessed to edit the design description
    • The edit button is the small, icon, default variant with the pencil icon
    • The edit button has a tooltip that reads Edit design description on hover
  • The user can access the context editor once the edit button has been interacted with, similar to other context editor experiences of adding descriptions (most similar to the newer work items description experience)
Updating the design description adds a system note (design here)
  • Use the default doc-image icon
  • Copy could read something like <user> changed the design description on <design name - as link><time stamp>
