Group-Level Merge & Squash Commit Templates

Problem to solve
We recently added the ability to create Merge/Squash Commit Templates at the project-level. However, this feature is not yet available at the group-level.
Proposal
With the addition of project-level merge/squash commit templates in !64437 (merged) & !74340 (merged), this functionality should be extended to support group-level templates. The ability to create Merge/Squash Commit Templates via group-level settings would be a valuable addition so that all projects under a group can share the same templates.
