Web IDE "Go to Project" should use a relative link

Proposal

Proposal: Use a relative URL in the "Go to Project" link of the Web IDE. It currently provides a full URL using the configured external URL.

Context: We're using multiple URLs to the same GitLab instance as part of a rebranding. Although unsupported, this was requested many times (see #21319) and works surprisingly well for the most part.
