Keyboard shortcut for suggested changes in merge requests

Problem to Solve

The insert suggestion feature in the comment box of a merge request can't be accessed via a keyboard shortcut. This forces users to either skip using the feature or take their hands off their keyboard to use a mouse and suggest a change.

Proposal

A new keyboard shortcut should be added that creates the suggestion at the place of the cursor in the comment field.
