Problem to solve

When setting up rules it would be a convenience and time saver for users to be able to duplicate rules so they can apply similar rule sets to multiple branches without having to recreate the details each time.

Proposal

Allow users to duplicate rules. When users select the duplicate option, take the user to a form containing duplicate rule detail with the branch selection field blank.
