Proposal

Approval Rule Pipelines would be a feature to allow for approval rules to be applied to an MR in a set sequence. This would allow for workflows that separate initial reviews from say, maintainer reviews, allow for a concept of "final" review before merging (such as a security or product level review). This would offer greater control and flexibility to organizations who need stronger processes and control over the code review process.
