Problem to solve
As an owner of a group, I want to configure and apply push rules to existing and new groups and projects.
As an administrator, I want to configure and apply push rules to all existing and new groups and projects.
Workaround
Currently, the user needs to use the API to traverse all groups and projects.
Intended users
User experience goal
The user should be able to write push rules to all projects, existing or new. This allows for the user to manage a single source of push rules for all projects.
Proposal
Add a button to apply push rule to all existing projects, in admin/push_rule and in groups/<group name>/-/push_rules/edit
