Integration Improvement Request: Granularly control Merge Request notifications

Problem to solve

The Merge Request integrations look promising, but I don't want to be notified when someone is merely opening a Merge request or if they're merging it. The only time I want my teammates to be notified is when a MR goes from "DRAFT" to "READY".

Proposal

• Create additional checkboxes in the communication integration interfaces to allow certain types of Merge Request notifications to go to slack, as opposed to allowing ALL notifications or NONE of the notifications.

Intended users

• Users of GitLab & Notification Integrations (Slack, Microsoft Teams, Mattermost, etc)
