Proposal

This will add support for plugins into GitLab.

Plugins Criteria

• Plugins to add features to GitLab using a plugin API written in Ruby.
• A centralized plugin API for publishing, querying, deleting, and listing plugins.
• A plugins tab in the admin panel for GitLab.
• This will be available in Free, Premium, and Ultimate versions of GitLab.
• [Optional] Plugin API written in Ruby with translators for Node.js, Python, etc.
• Plugins will have access to the GitLab API and can also add buttons to areas of the UI.
• Plugins will also be able to add UI elements and other features such as more options for profile customization, repo customization, etc.
