Add personalized overview of MRs you need to act on

Problem

It's difficult to get a quick overview of what the current state of an MR is

Proposal

As discussed in the last Code Review UX meeting

If you have been pinged in some way to act on an MR (approval requested, codeowner file edited, attention requested, conventional comment question), some kind of notification or banner that only you see on that specific MR appears, letting you know that some action on your part is needed.
