Extensible Reference Filters: [epic:123]

Problem

We are running out of ASCII characters to use as prefixes in reference filter short-codes. We've reached a consensus on a more scalable reference syntax (&7563), but we need to formally support it.

Proposal

• Currently supported: &123
• Add support for referencing users via [epic:123]
• Include support for autocomplete
