Fill testing gap identified when upgrading to 14.4 for GraphQL

The FF paginated_tree_graphql_query should be enabled prior to updating to 14.4 where the FF is enabled by default. This is only an issue when using a Zero Downtime update process. We should investigate and highlight an potential testing gaps that might be able to catch this type of issue in the future.
