Remove owner_name and owner_email from project webhook data

Related to #350603 (closed) and !79285 (merged)

As of %14.8, project.owner is being phased out. In !79285 (merged) we added owners field to reflect the fact. In order to give customers time to phase out consuming owner_name and owner_email it was deprecated.

We would like to eventually remove these fields.

Note: We cannot start this issue until some of the underlying blockers are resolved #351882 (comment 834859697).
