Enhance Email Notifications for Push

Problem to solve

Today a GitLab SaaS user can customize email notifications in Settings>Integrations>Emails on push section. However, the only options in the dropdown for Branches for which notifications are to be sent are the following:

  1. All branches
  2. Default branch
  3. Protected branches
  4. Default branch and Protected branches

There is no way to enable email notifications for changes made to a non-default branch that is not protected (e.g. a Development branch).

User experience goal

When customizing email notifications for push, I want to be able to specify specific branches that exist within the project's repository.

Proposal

Add the capability to search for and select specific branches to send email notifications
